May I refer you to my letter of the 6th inst.. to
which your Secretary replied on the 16th inst. saying that you
were communicating with the Foreign Office on the matter to
which I referred, and hoped to be able to send me a reply
shortly.
We have just had a cable from Shanghai, from which it
is clear that the Order in Council has created a great deal of
dissatisfaction amongst our american employees, and it is with
difficulty that we are preventing a disintegration of the
organisation.
May I, therefore, hope that you will be able to go into the matter with a view to special consideration being given
to the peculiar position in which this Copény is placed?
